Labour Market Impact Assessment

An LMIA is a document issued by Employment and Social Development Canada (ESDC) that permits employers to hire foreign workers when qualified Canadians or permanent residents are not available for a specific job. It ensures that hiring a foreign worker will have a neutral or positive impact on the Canadian labor market.


Why is LMIA Important?

The LMIA process protects the Canadian workforce while allowing employers to meet labor needs. It's a critical step in hiring through the Temporary Foreign Worker Program (TFWP) and for some pathways to Canadian permanent residency.


LMIA Process for Employers:

  1. Job Advertisement: Employers must actively advertise the position to ensure no qualified Canadians are available.
  2. Application Submission: Employers submit a detailed application to ESDC, showing their recruitment efforts and providing job offer details (wages, working conditions, etc.).
  3. LMIA Decision: If approved, the LMIA confirms the need for a foreign worker, enabling the worker to apply for a work permit.


Key Features:

  • Applicable for high-wage and low-wage positions.
  • Employers must comply with wage and labor standards.
  • In-demand occupations may have streamlined processes under Global Talent Stream or other categories.


Who Doesn’t Need an LMIA?

Certain programs like the International Mobility Program (IMP) or Post-Graduation Work Permit holders are LMIA-exempt.
